Pin 15 is the anode or positive terminal of the LED and should be connected to a 33Ω resistor and then to +5V. It would have been nice to have a circuit diagram. If you need more info on this character display than I have here, be sure to read the datasheet (http://www.shopeio.com/inventory/pdf/AMC2004A.pdf). I’m glad to see you are using this information.
